Draft Procedure for Supporting Intermodal Operators Published

The Ministry of Transport and Communications has announced for public consultation a draft procedure for the selection of project proposals under the title “Support for Intermodal Operators, Including the Development of Existing Terminals.” The procedure aims to provide support to intermodal terminal operators located in less developed regions of the Republic of Bulgaria for the modernization and/or expansion of existing terminals and their adjacent infrastructure. The funding is provided under the “Transport Connectivity” Programme 2021–2027.

The total budget of the procedure is BGN 34.5 million. The minimum and maximum amounts of the grant for individual projects are set at BGN 1.5 million and BGN 4 million, respectively. Potential applicants will be eligible for financial support of up to 50% of the eligible project implementation costs.

This procedure has been designed to assist operators of railway, port, and logistics terminals in modernizing the surrounding infrastructure. Applicants may receive grants for the purchase of new zero-emission shunting equipment, the deployment of modern IT systems for transport management, and upgrades to railway and road infrastructure for cargo handling.

The measure aims to reduce road traffic, optimize logistics processes, promote a shift toward greener modes of transport, and increase the share of intermodal transport in the overall freight volume in the country.

Financial support under this procedure will not be provided for the modernization of intermodal terminals in the South-West Region (including the districts of Sofia, Sofia-City, Kyustendil, Pernik, and Blagoevgrad), as investment projects in "transition regions" are not considered eligible under the European Regional Development Fund (ERDF) rules for the “Transport Connectivity” Programme.

The draft of Procedure BG16FFPR001-3.002 “Support for Intermodal Operators, Including the Development of Existing Terminals” has been published for public consultation on the ISUN 2020 platform ИСУН 2020, where all related documents are available.
