Short description of the project

This project builds on projects implemented during the period 2000-2015 (pilot project, first, second and third phase VTMIS). The national vessel traffic management system is one of the most successful infrastructure projects operated by the Port Infrastructure BD, which improves the management, safety and security of shipping and environmental controls in Bulgaria’s maritime spaces through the deployment of a modernised infrastructure for traffic monitoring and management.

Description of the project and objectives

The implementation of the project will increase the area of maritime coverage in the North and South by building two new sites and upgrading the transmission telecommunications structure. The provision and installation of specialised IT systems and communication equipment, hardware and software for the IT infrastructure has been provided for sites built from the first three phases of VTMIS.

The territorial scope for the implementation of the project consists of three regions: Burgas, Varna and Dobrich.

Specific objectives of the project:

1. Geographic extension of the Vessel Traffic Management Information System (VTMIS) in the northern and southern outermost regions of sea areas and critical vessels and port areas of the Republic of Bulgaria.

2. Increase capacity and quality of the transmission environment by building on telecommunications infrastructure, in line with the extension of the geographic scope of the VTMIS system, increased data volumes and the scope of maritime services.

3. Improving the efficiency of maritime transport through the use of accurate and detailed information from additional sensors on the system.

4. Enhancement of ecological control of marine pollutionas a result of the shipping activity.

Results, achievements, impact

Provision of equipment, hardware software for the information infrastructure of the following types: Radar equipment, RRL equipment, AIS equipment; Balances; Thermo/video cameras; VHF radio equipment in the respective configuration, located in existing and new 22 sites.

Good practices, human stories and others

Vessel traffic monitoring and control system/VTMIS/ belongs to the class of complex and territorially distributed information systems. It is intended to decide on a wide range of navigation and information tasks resulting from international, European and national legal rules, which are dynamic and evolve according to the quantitative and technological changes in the nature of maritime transport. Any such system shall be unique and shall not constitute a finished product placed on the market, but shall buildupon the specificities of the region and the needs of the country concerned, with a view to realising certain functionalities and responding to current technical and regulatory requirements and emerging challenges.
